Negotiating training in redundancy/redeployment situations - an Usdaw briefingDate: 11 October 2004
When a redundancy situation occurs, retraining to re-skill members to take up opportunities within or outside of the organisation is often presented as part of a redundancy/ redeployment package. However, in reality, this option is rarely exercised. Negotiations can make all the difference in ensuring such redeployment/retraining opportunities are a realistic prospect. Negotiations can ensure that retraining opportunities are:
Working with the Lifelong Learning Project WorkersThe experience and expertise of the Lifelong Learning Team and, in particular the Regional Lifelong Learning Project Workers, can assist with the process of sourcing and arranging retraining. Project Workers have the knowledge and contacts with the relevant local agencies such as Jobcentre Plus and colleges. They can source training and funding and other forms of assistance necessary to put together a practical package of retraining opportunities.
The ProcessPublic Funds and resources are available to organisations in redundancy situations. There is a range of assistance and funding available to organisations - depending on the numbers involved in the redundancy exercise, and where the company is located. In a redundancy situation, Jobcentre Plus should contact the company to outline the assistance available in that area. This will usually include an offer of 'free training' where more than 500 redundancies are foreseen. For sites where fewer redundancies are expected, the local 'Information, Advice and Guidance' Service can offer more limited assistance. The publicly funded 'offer' can vary. The involvement of the Lifelong Learning Project Worker at the earliest stage is the key to ensuring all options are explored and the best 'offer' secured. In addition to Public Funds, employers are often willing to agree to help redundant members access retraining opportunities. This assistance can take a variety of forms, such as agreeing to access to professional 'Advice and Guidance' and training in company time. Consequently, there are a number of negotiating issues.
