Corporate manslaughter Bill edges closer
The Home Office has at last published a draft Bill on corporate manslaughter. The proposal to change the law to make it possible to prosecute large organisations where management failure results in someone being killed has been a long-standing manifesto commitment from the Labour Party.
Although it does not address all their concerns, the TUC is supporting the draft Bill. Comments on the Bill must be submitted before June 17. A copy can be seen at www.homeoffice.gov.uk/docs4/con_corp_mans.html
The HSE has also launched a discussion on possible changes to the Reporting of Injuries Diseases and Dangerous Occurrence Regulations (RIDDOR).
There are no firm proposals for change at this stage, but HSE is aware of the problems of under-reporting, the difficulties in identifying work-related illness and gaps such as the lack of any duty to report work-related road accident injuries.
The consultation gives trade unions a chance to push for better investigation of accidents (with safety rep involvement) and improvements to reporting requirements for road accidents and for incidents of violence.
