What happens to a proposition carried during conference?
At last year’s ADM proposition 31, Lifelong Learning, moved by Sara Livesey, Fallowfield branch, called upon the Government to introduce a system of tax credits for employers who invest in lifelong learning resources.
The proposition was carried by conference and was sent to the Department for Education where John Healey, MP, replied on behalf of the Government.
He explained the Government was committed to helping all individuals gain a skills foundation for employability. That was why the recent DfES Skills Strategy introduced a new entitlement to free learning for all those studying for their first full level 2 qualification. A new adult learning grant of up to £30 a week for full-time learners would also be available. He said the Budget 2003 would substantially increase the Union Learning Fund to £14m in 2004-05 and 2005-06.
He reiterated the Government was keen that the barriers preventing employers from investing in skills and qualifications, particularly for low skilled employees, should be overcome.
- Usdaw will receive more than £800,000 from the Union Learning Fund over the next three years.
